ARAP/ 03/10/82 INFORMATIVE NOTE In view of the information that is arriving, the com behavior of the members of the different military commissions res. The fact that some are made up of the same people after the process began, it is a danger because dealing with Continuous contact with the accused and their families fosters ties of sympathy difficult to overcome. The need to alter the compo position of the commissions is increased by the convenience that the trial be witnessed by the greatest number of Chiefs - and Officers. to From the 3rd Military Region - possibly the most sensitive for these events - those who came - have repeated it again - first week, so - since attendance is voluntary ria - an inclination towards processing is evident two that is far from the desired objectivity. It would be advisable to insist on this issue and remember the behavior correct procedure that must be observed by all military personnel attending the War Council.
