! ·.. ,
a un panfleto de P.ropaganda, en el que se muestrm de.cid id;

SUCCESSFUL ACCOUNT OF THE EVENTS OF THE DAYS OF FEBRUARY 23, 1981 AND 24
FOLLOWING THE ASSAULT ON THE CONGRESS OF IDS DIPUT/1D0S AS THEY WERE KNOWN
IN THE PALACE OF LA -ZA-R-ZUE-LA-.
From 5 p.m. almost all the staff were following through
the radio (especially Cadena SER, which broadcast live)
the Congress Session of February 23, 1981.
- At 6:22 p.m. the impact of the news quickly occurred
.is .transmitted from one to another in this Palace.
HM THE KING also heard the news on the radio
The Secretary General immediately verifies that H.M. know
the events.
- The telephone calls begin to find out the situation.
(The House staff who were not in the Palace begin their
incorporation from their homes or requesting transportation means
bearing to come.
At between 6:30 p.m. and 7:00 p.m.?
S :M. The King receives a call from General ARMADA who intended
join the Zarzuela Palace while Lieutenant Gene
ral GABEIRAS was still in the E.M.E.
S.M. He answers NO, let him continue with his job...
This conversation is known to have been reported by H.M. by:
The Secretary General
Colonel Gómez López who was in the Secretary's office
General.
P, 7:00 p.m. (approximately)
The Secretary General speaks with Ger.eral JUS1E (Head of the DAC)
who insistently asks if Ger.eral ARJV!ADA was in
the Zarzuela Palace. (I was more interested in knowing that n2_
ticia than to give knowledge of the situation of the Division).
-· 2 -·
The Secretary General tells him that the Gen is not at all in Zarzuela.
ral .ARf· '.ADA to which General JUSTE answers: "This totally changes
the situation."
The Secretary General goes up to the Office of H.M. The King. He communicates the l

!.
S.M. takes the following decisions:
19 "In no way authorize General ARMAD.A to come to
Zarzuela".
2º "That the JUJEM take the military direction of the events."
To this end, communication is established with General DON IGNACIO ALF.ARO
and the rest of the Chiefs of E.f,'f, of the FF.M,s (Gabeiras, Arévalo and Emi
(liano Alfara). 1
3º "Establish contact with the General Captaincies, Maritime Zones
and Air Regions parn. know the situation."
(H.M. THE KING does it personally speaking to everyone).
Contact with 3!! Military Region is difficult.
4º 11That for him. Secretary General communication is established with
Don FRANCISCO LAINA, General Director of State Security
As a consequence of such contacts it is agreed, with the conf~E_

legal measures are necessary, taking into account
r'!Ut ·
the situation of the Government in Congress, always in connection
with the Joint Chiefs of Staff.
From that moment on, repeated communications were maintained
telephone calls between Mr. Laina and the Secretary General of the

About 19100 or 19115?
Communication is achieved with the 3rd Military Region. YE. THE KING speaks
with Lieutenant General MILP.NS DEL BOSCH who says:
''That is at the orders of the King"
"That he has taken security measures to preserve order."
"Ask if His Majesty has spoken with General ARMADA and requests that

- The General rapitan's side is known and what troops are patrolling.

S.M. It is decided, approximately, at 7:13 p.m. to broadcast
on TV and Radio a message from HIS MAJESTY THE KING.
- Talk to Television (it will be approximately 20,100 hours)
and it is known that TVE is monitored and occupied by a Unit in command
of a Cavalry Captain (later it is known that he is Captain MERLO).
You try to talk to the Captain who says that he does not accept orders that
do not emanate from your Colonel.
After several efforts, it is known that said Unit belongs to the Regi-,
Villaviciosa Cavalry Command, which is commanded by Colonel VAlENCIA
REMOl'J.
It is difficult to connect with Colonel VALENCIA, who
After speaking with the Head of the House, he assures that he will withdraw his Uni

INFORMATIVE NOTE
SUBJECT - SUMMARY.PE.INFORMATION REGARDING TRIAL 2/81. l • • ¡: ~
! ·..,
In recent days, there has been an increase in the spread
of propaganda leaflets, favorable to the accused
of 23-F • Most of the pages are signed by U._M.E
and they are deposited in mailboxes of military houses or planted:
on the street, being in charge of distributing elements
far-right civilians.
There is great growth in the internal activities of
· ultra-right group:\.this violent First Line of Falange,
that has begun to publish an Information Bulletin, similar
to a pamphlet by P.ropaganda, in which de.cid id is shown;
mind supporters of violence.
In the last few hours they have held a meeting of af
linked in.MADRID, of which at the moment 1 is unknown
treatedb.
The document of zo~pages, addressed to H.M. the King with the
title "MILITARY LETTER TO THE KING OF SPAIN", has begun to -
spread widely in journalistic environments, military
'táres' and even financial, having occurred, this
tomorrow, a certain commotion in the Madrid Stock Exchange before e
advertisement, based on the news reproduced by an Agency
French Press, according to which some soldiers had killed
stiff a letter to the King.
As far as the Armed Forces are concerned, it seems that
the largest circulation corresponds to certain Units
of the ':DAC of the H! R.M. and others from Regions II and IX •
Another of the anonymous pamphlets with the greatest current resonance
·-e~ the name of the Armed Forces is a relationship of Chief
r
Officers who are accused of being "compromised, by
different causes, with the current Regime"'". The list. whose
Diffusion is more restricted than the MILITARY LETTER TO THE KING,
It is open and is being expanded with new names.
brei and comments.
As sessions of the War Council pass,
makes more evident the danger of rupture of coexistence
among the defendants, despite maintaining, until now,
ment • good manners towards the outside ·l ·,
