Madrid, February 25, 1982 Emilio: From what I get, the atmosphere in the barracks is getting worse. rarefying. I think something should be done to dispel it. or, at least, contain it. Mass gatherings are always bad, because it is the occasion of the tirrorats. But, in militia the most effective is the line of command. That's why I think two types of actions could be carried out. nes: 1. - Successive meetings of the different levels of Command; That is to say: the Captain General of each Region brings together the Generals he has under his orders to whom he gives the following instructions: a) Some soldiers are being tried who committed - an act of indiscipline. You have to be respectful with Justice and accept its verdict. b) The attitude of the defendants is always respectable that remains within military ethics and honor tar. A plan does not seem the most appropriate in a pro military cess. c) There are social sectors that try to manipulate the - FAS for unspeakable purposes. The military of We must be attentive and behave in accordance with what which can be better for Spain and not for some gru minority pos. d) We have the gaze of the entire world focused, for - what we must extreme our behavior to to demonstrate that we are a serious army, with a - glorious tradition and a future that will equip us to the most prepared armies of the Western world dental. e) We must be prepared against a possible act terrorist who, with all certainty, would have the same more immediate purpose that the interested sectors in making the Coup succeed. We must all redouble personal safety measures and monitor with - rigor those established in the Centers and - Quarterings. f) Discipline must be a priority norm in these - moments, demanding from inferiors a behavior dignified speech, avoiding gossip and cutting off root the hoaxes and rumors that, from positions - interested, they spread continuously. These same criteria, or similar ones, would be transmitted through the chain of command until reaching the 2.- - J. I think that much emphasis should be placed on the issue of DISCIPLINE, MANIPULATION AND THE IMAGE WE ARE PROJECTING TO THE WHOLE WORLD. 2.- The other action is more delicate and has characteristics similar to others that I told you about recently. It is tra to look for the most prestigious people in each - Center or Unit and bring them together so that, either the President Calvo Sotelo, well the Minister, explain to them personally= Finally, the attitude of the Government, the transcendence tional and international process and what they expect and they want from the FAS.
