Ilmo. Sr. D. Emilio Alonso Manglano
Director del Centro Superior de Información de
la Defensa
MADRID
Querido Emilio:
siones y mis directrices no estaban equivocadas.
2.

PERSONAL AND RESERVED
HOUSE OF H.M. THE KING
THE SECRETARY GENERAL
Zarzuela palace,
December 14, 1981
Ilmo. Mr. Emilio Alonso Manglano
Director of the Higher Information Center of
the Defense
MADRID
Dear Emilio:
For your information, I am happy to send
You gave him a script that served as the basis for the meeting that H.M.
The King had last Saturday with the President of the Government
no, the Minister of Defense and the Joint Heads of State
Major.
I also send you a photocopy of two cards from the
tailoring shop "El Corte Español", where you can see that in the
first of them read vertically the letters begin
Among the phrases, the name Tejero appears.
I send it to you at the direction of H.M. the King.
sends you a strong
Sabino Fernandez Campo
1.- I consider it convenient. this meeting, because although
I have already exchanged impressions with the President of the -
Government and cough the Minister of Defense on the latest
military events, I am very interested
Resist in listening to the opinions of the members of
the Joint Chiefs of Staff, presented with the
maximum clarity and candor by those who can refl~
remember not only your own feelings but those of everyone
two those who are under his command in the organization
military tion.
2.- If I review the period that has elapsed since the faith
important day of February 23 of this year, I must
remember not only the events.of those
days, but also my interventions as Head of the
State and as Supreme Chief of the Armed Forces.
And in this sense, I have very present the words
that I directed here at the Palacio de la Zarzuela to the
political leaders, within hours of being released
Congress.
Nor do I forget the content of my speech in the
General Military Academy of Zaragoza and the purposes
~
who encouraged me to meet with the President of the
Government and the Minister of Defense, to the Councils
Superiors of the Land, Sea and Air Armies,
to initiate harmonious, sincere and
frequent among the highest representatives of the
Armed Forces and the Executive Branch.
3.- It is not necessary to repeat now what in those occ~
sions I indicated or suggested in my role as Constitutional King
.
tional, with the aim of achieving unity and perma
essence of the fact that I have to be a symbol and to arbitrate and
regulate the normal functioning of the Institutions
But I trust that. my ideas continue to be valid,_ for
that the facts have come to show that my impressions
sions and my guidelines were not wrong.
2.
4.~ I am sure that both civilians and soldiers
those whom today I have the honor of presiding over in this
meeting, are convinced like me of the importance
gu~ for the life "of the country has had that February 23
river and always has the military organization.
If the State needs force to, in the last
extreme, impose the Law, it is difficult for the authority
can be maintained without having that material support
that serves as support for moral reason and organization
tion established by the Laws.
5.- Although we have advanced and are advancing a lot in the
path of democracy, we have not yet constituted a country
totally stable, where the actions of all the
forces, of all classes, of all Institutions
tions can now function with the most absolute of
normalities.
It is necessary to recognize antecedents, historical facts
that influence our present, circumstances of all
.do order that in a certain way condition us and us -
require us to recognize transitory exceptionalities, but
real.
6.- Victorious Armed Forces in a sad war
civil, who did not obtain significant benefits after
of their victory and that for forty years they served
to Spain with a spirit of sacrifice, they were accustomed
bradas -those~- to the greatest respect, to the most
ae
consideration, to the protection of their dignity by
of the different sectors of the Nation.
The essential freedom of expression of the media
of communication, the revenge of opinions
1
forced changes in treatment methods
military issues, they have had to cause a surprise and
a shock to the members of the Armed Forces.
3 •
•
And not only in those who took part in the conflict
civil, but also in the generations that have passed
to join the ranks of the Land Armies,
Sea and Air.
7.- Oiscipline is a deeply rooted concept
in the military; but so is that of justice
cia, that of equity and in the military spheres -
\
sometimes deeply draws attention that the rigor
and speed with which deviations are judged,
errors or actions of the members of the Force
Armed Forces or Public Order Forces, does not correspond
they give the judgment that mistakes or mistakes deserve.
reprehensible behavior of other sectors of society
Spanish.
It is evident that whoever else should be subject to the discipline
plina, the more responsible he must be for the acts that affect
so to the same. But the
exclusivity or preference of the sanction over the
military.
8.- Apart from these general considerations about the -
t
that I should not go into more details, we must recognize
that we find ourselves faced with situations that may be
deliberately and organizedly called and that constitute
both a consequence of what happened on February 23
as a preparation of the environment for the moment of
holding of the War Council against those involved
in it.
And the press itself - in most cases inadvertently
tidarly - serves as an echo of those destabilizing purposes
zators and an element of irritation for the Forces
Armed.
It is necessary that they feel considered and protected
gidas, if not by those means of communication that so many
Sometimes they seek sensationalism and to whom it is difficult
4.
easy to dominate in a regime of freedoms, due to the
public powers, whose capacity to react must
to be exercised with energy and speed.
9.- The truth is that the military situation, especially since
after the so-called "manifesto of the 10011
,
today is deli-
each and worthy of attention.
I must admit that during my recent trip to the Emi
Arab moments, I was worried about the news I received
and they pushed me so much to maintain the normality of my
official visits, such as shortening the one he had with
ter private.
Neither could he demonstrate that concern, nor show
There was an indifference that was very far from being felt.
Now here, among you, I would like the situation to be
could be analyzed between civilians and military -and without forgetting
give subordination of the Armed Forces to power
of the Government - with the greatest sincerity and, at the same time, with
the most exquisite touch.
We are not in a situation where the problems
more military personnel can be treated exclusively with
the application of theoretical and abstract principles,
that they stop computing a series of conditions
specials.
Without considering the situation pessimistically, it did stop me
It is necessary to judge it with prudence and raise the questions
lutions with exquisite touch and exceptional balance
nal.
And that is why I waited today, in this meeting,
that the military representation of the Armies expose
their points of view, while the President of the Go
government and the Minister of Defense also express
their ideas and purposes.
5.
10.- It is not that the King intends to interfere in -
issues on which constitutionally he has no
competence, but yes, knowing the problems that -
affect the country and its Armed Forces, with the maximum
interest and with the best wishes to contribute to your
solution.
